Regulation (EU) 2025/40 – PPWR - Packaging and packaging waste

Objectives: Understand the PPWR, why it replaces Directive 94/62/EC and who it directly obliges;

• identify the legal role of your company (manufacturer, producer, importer, distributor) and the related obligations;
• prepare the EU declaration of conformity and technical dossier required from August 12, 2026;
• check the substance restrictions (PFAS, heavy metals) and operator identification requirements;
• plan the phased requirements until 2030: recyclability, recycled content, minimization, reuse, labeling;
• correlate the PPWR with the Romanian EPR obligations (Law 249/2015, AFM, OIREP, SGR);
• build a compliance plan and an evidence file ready for control.
